General Position Summary & Responsibilities:
The
Environmental Health and Safety Engineer (EH&SE) has a dual report to the MRB National Health and Safety Director and to the (MRB) National Environmental Director. The Eh& SE position requires a motivated self-starter with a team approach to problem solving. Responsibilities include implementing safety and environmental programs for all assigned locations and for minimizing company liabilities. Liabilities are reduced by establishing and enforcing effective safety and environmental policies and loss control programs; including developing a culture of proactive engagement to prevent hazardous conditions through compliance training and implementation of effective procedures. The EH&SE must foster management commitment to drive appropriate behaviors that prevent injuries or illnesses in the work place. Provides advice to MRB operations management on the practical and necessary steps to prevent or abate pollution arising from operations. Responsible for implementation of company policies, procedures, and plans related to all environmental media. The EH&SE is responsible for conducting on-site field work associated with sampling, monitoring, observing, recording, and preparing reports, records, plans, and results required by regulatory permit, plan, or agreement.This position operates within defined parameters. The primary goal of this position is to achieve excellence in all facets of the environmental and safety management. Providing the highest quality product safely, effectively and efficiently decreases accidents and errors and increases profits.
Essential Functions:
Environmental and Health & Safety (H&S)
1. Leads and coordinates overall safety and environmental programs. Includes developing and maintaining written safety and environmental programs; and implementing processes and training needed to meet all legal/government requirements in alignment with company needs.
2. Administers effective safety and environmental awareness and incentive programs and fosters the company safety and environmental goals.
3. Interprets and remains current on a variety of standards, laws, and regulations applicable to the locations with frequent contact with all levels of the organization.
4. Acts as a technical resource responsible for maintaining specific safety programs such as contractor safety, fall prevention, illness and injury prevention programs, accident investigations, hazard communication, emergency action plan and ergonomics programs. Creates and maintains metrics to monitor performance in these areas.
5. Provides a safe environment for all employees, customers and visitors.
Operational Performance & Best Management Practices
1. Substantial time spent in field to assist operations in driving continuous improvements and compliance by making recommendations for improvements and providing risk assessments to managers and leaders of business operations.
2. Responsible for developing and implementing procedures and behavioral applications that drive incident reduction.
3. Provides health, safety, and environmental coaching/assistance to develop managers and safety/environmental teams.
4. Prepares and submits permits, reports and records to regulatory agencies on time. Maintains on-site records for all regulatory requirements and due dates.
5. Produces and sustains company safety compliance, and environmental calendars with timely submittals of permit applications and fees, regulatory reports and plans (e.g., HMBP/HMIS, OSHA logs).
6. Provides first line responsibility for preventing environmental violations and provides immediate environmental emergency responses to incidents, spills, releases, or accidents, including appropriate notifications to management and appropriate regulatory agencies.
Equipment & Maintenance
1. Reviews construction plans to determine if pollution control considerations are adequate and provides technical supervision for construction and installation of pollution control equipment.
Inventory & Quality Control
1. Responsible for accident investigation and incident analysis and ensuring corrective actions are completed.
2. Acts as technical resource responsible for maintaining environmental programs, licensing and permitting, recordkeeping and reporting requirements such as stormwater, groundwater, solid and hazardous waste, air emissions, and all other environmental media as required.
3. Maintains inventory of existing installations and their current status with regard to compliance with federal, state, and local regulatory laws.
Budgeting & Forecasting
1. Manages safety and environmental related vendor, e.g.
2. safety/environmental equipment providers, consultants, contracts and budget.
3. Prepares proposals and cost estimates for future work.
Administrative Management
1. Interviews prospective management and/or production employees.
2. Prepares various safety and environmental reports.
3. Ensures accident investigation and incident analysis are completed in order to complete the necessary corrective actions.
4. Works with Human Resources personnel to prepare job descriptions.
Specific Other Responsibilities (regional, local, compliance, etc.): The EH&SE must be capable of concurrently handling multiple projects at multiple locations. The incumbent may assist in efforts to develop, plan, and manage environmental investigations associated with past operations and sites being evaluated for acquisition or sale. Includes oversight and management of work performed by various consultants and contractors, as well as coordination with both in-house and outside legal counsel.
Where necessary, must be fluent in both Spanish and English.
Qualifications: Bachelorfs Degree required. BS in Environmental/Health and Safety, Environmental, Chemical, or Civil Engineering preferred. Two to three years of related experience required and Industrial Hygiene experience, and three to five years of experience in Environmental Compliance/Management. Knowledge, skills, and ability to execute local, territory, and federal Health and Safety, and Environmental laws and other government compliance regulations. This position requires possession of a valid driverfs license and the ability to drive an automobile.
Must be able to balance business needs with health, safety, and environmental requirements in a cost-effective manner. Knowledge and experience in collecting, managing, and analyzing various data and trends in health, safety, and environmental behavior and compliance is needed. Must make recommendations to effectively resolve problems or issues by using judgment that is consistent with standards, practices, policies, procedures, or government law. Effective written and oral communication skills within a culturally diverse environment required. Must be personally responsible and accountable for achieving performance goals as well as those of a team and have a proven track record of building credible relationships.
Proficiency in Microsoft Office Suite required. Experience in a manufacturing or industrial environment preferred. Regional travel required.

The W. M. Keck Observatory seeks a Safety, Health and Environmental Affairs (SHEA) Officer to implement safety, health, and environmental program requirements, identify hazards, assess risks; mitigate hazards and recommend hazard abatement controls. The SHEA Officer provides expert advice and training on accident prevention, occupational health, and environmental issues to the WMKO Safety Committee and employees.
Under the general supervision of the Technical Services Manager, this position works closely with staff at all levels to influence safe behavior and maintain safe infrastructure in the workplace. The SHEA officer recommends and monitors the status of engineering and procedural changes required to provide a safe working environment and provides training to WMKO personnel. The SHEA Officer performs the Laser Safety Officer functions. The position is required to share approximately equal time at the both at the Observatory (summit of Mauna Kea) and at headquarters in Waimea.
ESSENTIAL FUNCTIONS OF THE SHEA OFFICER:
1. Ensure compliance with federal, state and local safety, occupational health and environmental regulations, industrial standards and WMKO policies and procedures, including laser safety.
2. Maintain commitment to a high standard of safety, comply with all safety laws and WMKO safety policies/rules, report actual and potential safety violations to appropriate supervisory or management personnel and facilitate resolution of these violations to further WMKOfs core value of safety.
3. Meet with the Summit Site Supervisor, TSD Facilities Supervisor and Senior Management on a regular basis to implement safety policies, procedures and programs. Be accessible to employees by promoting safety awareness and providing solutions by regularly and personally visiting employees and work areas at both the Observatory and Headquarters to identify and mitigate safety hazards and unsafe behaviors.
4. Provide, develop or coordinate programs and staff training on general safety, laser safety, industrial hygiene, environment protection, emergency preparedness and office ergonomics; schedule periodic training meetings, review training materials, discuss new issues; foster awareness of the importance of safety and compliance among all employees.
5. Ensure the proper reporting, investigation and closure of safety incidents; apply incident investigation procedures or ensure that incident investigation procedures are applied which include: disposition of safety incidents; monitor incident investigation procedures, including analysis, evaluation, and corrective action.
6. Work effectively and closely with coworkers at all levels, astronomers and others by sharing ideas in a constructive, positive manner; listening to and objectively considering ideas and suggestions from others. Keep commitments and keep others informed of work progress and issues. Minimum Qualifications:
1. People and communication skills to operate effectively in a small organization.
