1.2.7 Safety
1.2.7.1 General
Site activities performed in conjunction with this contract may pose safety hazards that require "specialized expertise" to effectively address and eliminate. The contractor shall be responsible for preparing and implementing an "effective safety and health program throughout the entire duration of the contract".

1.2.7.4 Safety and Health Manager
The Safety and Health Manager shall have direct responsibility for the overall management of the contractor's Safety Program for the entire contract, as required by the US Army Corps of Engineers Safety and Health Requirements Manual, EM385-1-1, and other applicable safety standards. PB has a great opportunity for a Construction Safety Manager/Principal Technical Specialist who will be responsible for the advancement and implementation of the Construction Safety Program and procedures on design-build and design-bid-build construction contracts for a $5.4 billion rail project.                                   

Serving on the staff of the General Engineering Consultant, the incumbent will report to the GEC System Safety and Security Manager and work closely with the City and County of Honolulu RTD Safety and Security Manager and other client staff to oversee and coordinate a construction safety program which meets their needs. Responsibilities will include the following:

· Develop project-specific safety program and procedures which align with the Project Safety and Security Management Plan and Project Construction Safety and Security Plan, including job hazard analyses, safety inspections and audits, incident notification, investigation, reporting and record keeping.

· Oversee safety program implementation by multiple construction contractors.

· Serve as primary contact and resource regarding safety-related matters on multiple construction contracts.

· Provide recommendations on safety matters to the GEC System Safety and Security Manager.

· Communicate safety-related policies, regulations and issues to all levels of the Project.

· Coordinate the Construction Safety Program with the Ownerfs Risk Manager and OCIP Insurance Broker/Carrier.

· Evaluate contractorsf submittals of safety programs, plans and policies; recommend changes and oversee the implementation of those changes.

· Oversee the coordination, scheduling and administration of contractorsf safety-related training.

· Verify compliance with safety-related requirements contained or referenced within the contract documents.

· Verify that an effective assessment of identified potential safety risks has been performed prior to start of individual construction contracts and on an ongoing basis as construction progresses. 

· Supervise field safety inspectors on design-build contracts, and ensure that jobsites are visited and inspected for safety violations and issues on a regular basis. 

· Coordinate with the Cityfs Construction Engineering and Inspection consultants in carrying out safety inspections on design-bid-build contracts.

· Determine whether corrective action has been taken for identified violations, and report the results to the GEC Contract Manager on same.

· Oversee the investigation of accident and incident claims associated with contracts; develop recommendations to prevent recurrence.

· Coordinate the timely reporting of all incidents to the OCIP Insurance Broker/Carrier and Owner.

· Provide claim and/or investigation assistance to Ownerfs Risk Manager and the OCIP Insurance Broker/Carrier.

· Oversee the assembly and maintenance of accident/incident and loss information associated with contracts, and communicate this to the GEC System Safety and Security Manager.

· Recommend corrective disciplinary actions to the GEC Contract Manager when safety rules are violated.  

· Track, maintain and report individual contractorsf safety management performance using Contract Management software.

Requirements:    Applicant must have experience in the development and administration of a comprehensive safety program for a large construction project. Applicant must have completed the 30-hour OSHA course on Construction Safety and Health and have a minimum of ten (10) years of experience implementing OSHA programs for construction projects of similar size and scope.  Applicant should be a Work Zone Safety Supervisor, as certified by the American Traffic Safety Service Association or any municipal or company certification program.  Certification as any or all of the following is desired but not required:  Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), and Construction Safety and/or Health Technician (CHST).
